Art controls the controllers
\n\u2013 Filming against surveillance<\/h1>\n

Manu Luksch is an artist living in Vienna and London whose work\u00a0is a critical examination of Big Brother, data abuse and the control\u00a0society. For her film project, “Faceless – Chasing the Data Shadow”,
\nshe used nothing but image material from omnipresent CCTV\u00a0surveillance cameras, uncovering the oppressive reality of\u00a0surveillance in our everyday lives. \u00a0<\/strong><\/p>\n

In London, the city with the highest density of surveillance
\ncameras worldwide, the activities of any individual citizen are on\u00a0average captured on camera 300 times a day. Manu Luksch decided to\u00a0use this surveillance network for her own purposes through artistic\u00a0means. She took advantage of the British Data Protection Act of 1998,\u00a0which specifies that a sign must be attached to every surveillance\u00a0camera installed, and which grants every individual the right\u00a0to obtain recordings on which they can be seen from the camera\u00a0operators for a maximum fee of ten pounds. In an ingenious act of\u00a0artistic aikido, Luskch used this law to transform this oppressive\u00a0surveillance power into a self-empowering film manifesto. The basic
\nidea was to use not her own cameras or lights, but only recordings\u00a0from surveillance cameras. Luksch had to be visible as a protagonist\u00a0in all sequences, since this was the only way she would have the right\u00a0to demand the video monitoring material. The sound had to be\u00a0provided separately, since CCTV cameras are not allowed to record
\nsound. All that had to be done to supply the film material, therefore,\u00a0was to send off an application for the issue of the material to the\u00a0individual operator of each camera directly after the recording was\u00a0made, by registered post, with a photograph and a cheque for ten\u00a0pounds.

\nalternative models for the future<\/p><\/blockquote>\n

Manu Luksch took seven years to produce the 50-minute film.\u00a0Despite the clear legal situation, it was not so easy to gain access to\u00a0the recordings. Very many of the camera operators ignored requests,\u00a0made absurd demands, made excuses or referred to disappeared or
\ndefective storage media. The right to obtain a picture of yourself with\u00a0your face does exist, but it is difficult to assert it. The title of the film,\u00a0“Faceless”, does not originate from this difficulty in procuring the\u00a0images, however. It is rather a comment on the current legislation,\u00a0which demands that on the recordings that are issued, all faces are\u00a0obscured other than that of the person making the request.<\/p>\n

Art as a medium for designing alternative models for the
\nfuture, as a means of expressing criticism, such as of the
\npredetermined nature of public space and the banishment of the\u00a0individual from it, are core themes in the work of Manu Luksch, who\u00a0repeatedly attracts attention with her projects.\u00a0In her work, Luksch takes a critical look at smart city\u00a0technologies. Recently, there has been a strong drive in the industry\u00a0to develop concepts that seek to cover the public space not only with\u00a0cameras, but also with networks of different sensors, which\u00a0constantly measure what is on the move, and how and where. The\u00a0data collected can cover anything from wastewater volumes to flows\u00a0of people.
\nAccording to these concepts, the purpose of real-time
\nprognosis models based on such data is also to predict where\u00a0undesirable situations might arise. This data can be used\u00a0not onlyfor commercial purposes, such as forecasting consumer\u00a0decisions, but also for personality analyses in order to make\u00a0predictions about potential unwanted future behaviour based on programmes and algorithms.
\nIn her media projects, Luksch is critical of such efforts. In
\norder to visualise the potential impact on an open, democratic\u00a0society and make it possible to imagine them, she “constructs”\u00a0fictitious people who with their wide range of different patterns of\u00a0behaviour become the subject of such data analyses. Her aim is to use\u00a0this form of a speculative scenario to provide space for reflection on
\nhow smart city technologies like these might change and determine\u00a0our everyday lives.\u00a0With her project ambienttv.net, she has created an active\u00a0interface between art, technology and social criticism. The purpose
\nof Luksch’s work is to uncover the processes and effects of\u00a0surveillance technologies on people’s daily lives and to present them\u00a0as a subject for discussion.<\/p>\n
