Since printing became easy and inexpensive, it was only natural to use photographic images to persuade people. But it was not until universal suffrage was introduced after the First World War that the rival parties in Austria developed strategies to exploit this potential. The increasing intensity of the conflicts led to the burning of the Palace of Justice in Vienna in 1927 – and at the same time to a flood of propaganda publications, which were already evident on their covers. Books, brochures and pamphlets served as ‘small posters’ that attracted attention with the help of various combinations of photographs and text. Fragments of reality, assembled into aggressive montages, reflected the despair over the economic situation of workers and the growing number of unemployed after the First World War, while on the other side of the political spectrum, images of unclouded harmony called for a return to a traditional worldview.
